The proposed rule, published in the Federal Register on September 14, 2026, would require operators to inspect the affected seats for discrepancies and carry out on-condition repairs or replacements, and it would also restrict when an affected seat can be installed on an airplane until it has been checked.

The FAA says the proposal was prompted by in-service reports of seats moving on their own. A subsequent investigation traced the cause to the seats' ring brakes and ring brake housings — the mechanical components that clamp onto the seat track to hold a seat in a fixed position once it has been adjusted — being out of the manufacturer's allowed adjustment tolerances. When a ring brake and its housing are not adjusted correctly, they can fail to lock the seat firmly onto the track, leaving it free to slide fore or aft under normal flight loads, turbulence, or a hard landing, rather than staying where a passenger or crew member set it.

The agency is accepting public comments on the proposed AD through October 29, 2026, standard practice for a directive that has not been designated an emergency action. That timeline distinguishes this rulemaking from an emergency AD, which the FAA can issue with immediate effect when it judges a hazard urgent enough that operators cannot wait out a comment period. Publishing this as a standard notice of proposed rulemaking signals the FAA considers the condition serious enough to warrant a fleet-wide fix, but not so acute that every affected jet needs to be grounded or inspected within days.

What the directive would require

As proposed, the AD would apply to all Falcon 6X and Falcon 7X airplanes, along with certain Falcon 900EX and Falcon 2000EX models — Dassault's long-range and super-midsize business jet lines, aircraft typically configured with a mix of individual reclining seats, divans, and worktables in cabins that seat roughly eight to nineteen passengers depending on configuration. Operators would be required to inspect each affected seat for the ring brake and housing discrepancies the FAA has identified, and where a seat is found out of tolerance, to carry out "applicable on-condition actions" — FAA shorthand for corrective maintenance that could range from readjustment to full component replacement, depending on what the inspection finds.

The proposal would also place limits on when an affected seat can be installed on an airplane, meaning operators or maintenance providers could not simply swap in a used or spare seat from parts stock without first confirming it meets the corrected tolerances. That detail matters in business aviation, where cabin seats are sometimes removed for reconfiguration, refurbishment, or transfer between airframes within an operator's fleet, and a directive that did not address installation could let a defective seat migrate onto an aircraft that had already been inspected and cleared.

Why an unlocked seat matters

A cabin seat that can slide without warning is not a cosmetic nuisance. On a business jet, seats double as the restraint point for passengers during takeoff, landing, and turbulence, and their position and angle are part of the certified configuration a passenger is briefed to use during those phases of flight. A seat that creeps aft or forward on its track changes a passenger's position relative to the shoulder harness or seatbelt anchor points, can strike another seat, worktable, or bulkhead, and — in a more severe event such as a hard landing or a rejected takeoff — could fail to hold the occupant in place at all if the ring brake has released rather than locked.

The Falcon fleet this touches

The four models named in the proposal sit at different points in Dassault's business jet lineup. The Falcon 7X, in service since 2007, is a long-range trijet that remains one of the most widely operated large-cabin Dassault types, with a global in-service fleet numbering in the hundreds. The Falcon 6X is Dassault's newest and largest-cabin jet, entering service in 2023 with a cabin height and width the manufacturer markets as the tallest and widest in the super-midsize-to-large-cabin category — meaning any affected 6X aircraft are among the youngest airframes the FAA has flagged for a cabin-seat directive this year. The 900EX, a trijet derivative of the Falcon 900 family dating to the late 1990s and early 2000s, and the twinjet 2000EX, are both longer-serving types with deep installed bases among charter operators, corporate flight departments, and fractional-ownership programs such as NetJets and Flexjet, which operate large numbers of mid- and large-cabin Falcons across North America and Europe. Because the AD as proposed applies to "certain" 900EX and 2000EX airplanes rather than the full type certificate population, the actual affected fleet is likely defined by a specific seat part number or supplier batch rather than by airframe age or operator — a common structure in cabin-interior ADs, where the defect traces to a component installed across multiple aircraft types rather than to the airplane design itself.

That component-level framing also explains why this AD reads differently from a directive aimed at a structural or engine issue. Dassault, business jet operators, maintenance organizations, and any other interested party have until October 29, 2026, to submit comments to the FAA docket, which can address the scope of the affected fleet, the practicality of the proposed inspection and repair actions, or the compliance timeline the agency has suggested. The FAA will review those comments before issuing a final rule, which could adopt the proposal as written, modify it, or in rarer cases withdraw it if commenters demonstrate the underlying data does not support the action.

In the interim, operators of Falcon 6X, 7X, 900EX and 2000EX jets are not obligated to act, though Dassault may issue its own service bulletin recommending inspections ahead of a final FAA rule — a common pattern when a manufacturer's engineering team has already identified a fix while the regulatory process runs its course. The European Union Aviation Safety Agency, which holds primary certification authority over Dassault as a French manufacturer, would typically be expected to issue a parallel or reciprocal directive once the FAA's rule is finalized, under the bilateral airworthiness agreements the two regulators maintain; no EASA action specific to this ring brake issue had been separately confirmed at the time of writing.

This proposal is consistent with ICAO Annex 13 reporting practice in that it originates from in-service defect reports rather than from an accident investigation, and there is no indication in the available FAA material that the seat-sliding events under review resulted in injury. The agency's proposed corrective action is aimed at preventing that outcome by ensuring seats are inspected and repaired before a slide happens in a phase of flight, or under a load, where the consequences would be more serious.
