From Copper Wire to Surface Radar: Inside the FAA's Ground-Level Modernization Sprint

For decades, the least glamorous real estate in American aviation has been the airport surface itself — the web of runways, taxiways and ramps where controllers squint through rain and fog to keep aircraft and ground vehicles apart. This month, that neglected layer of the system got two very visible upgrades. On August 14, technicians at Ronald Reagan Washington National Airport (DCA) brought a brand-new Surface Movement Radar Model 4 online, an installation Transportation Secretary Sean P. Duffy formally announced on August 18. A week earlier and 400 miles to the southwest, the FAA opened a new 121-foot air traffic control tower at Asheville Regional Airport, retiring a facility that had been in continuous service since 1961.
Taken separately, a radar dish and a regional tower are routine infrastructure news. Taken together — and set against the FAA's "Brand New Air Traffic Control System" plan, backed by $12.5 billion in government investment — they mark something more significant: the point at which a modernization program long discussed in congressional hearings and budget documents starts producing hardware that controllers can actually touch.
Why the airport surface is the front line
The choice of Reagan National for one of the first SMR-4 installations is not accidental. DCA operates one of the most compressed and complex traffic environments in the United States, with a short main runway, crossing traffic, and heavy helicopter and government activity in the surrounding airspace. Surface movement radar exists to answer a deceptively simple question: where, exactly, is everything on the ground right now?
The SMR-4 tracks aircraft and ground vehicles on runways and taxiways regardless of weather or visibility, feeding controllers a continuous surface picture even when the view from the tower cab is a wall of grey. The core purpose is preventing runway incursions — the category of ground conflict that safety regulators worldwide have flagged as one of aviation's most stubborn residual risks. According to the FAA, DCA's installation follows one at Newark Liberty International Airport completed earlier the same week, making the Washington airport one of the first handful in the country to receive the Model 4 system.
The radar is also only the most visible piece of a quieter overhaul at DCA. The airport has already replaced 67 percent of its copper communications wiring with high-speed fiber, transitioned controllers from paper flight strips to electronic ones, and installed new radios. Copper wire and paper strips are exactly the kind of legacy technology that FAA leadership has cited when arguing that the air traffic system needs wholesale replacement rather than incremental patching. Watching those items disappear from a single high-profile facility offers a preview of what the agency intends to do system-wide.
Asheville: what modernization looks like outside the megahubs
If DCA illustrates the technology story, Asheville Regional Airport illustrates the capacity story. The new tower there, opened on August 7, was funded by a $31.7 million FAA grant under the Infrastructure Investment and Jobs Act, and it replaces a structure dating to 1961 — a facility older than the jet bridges at most American airports.
The numbers behind the project explain the urgency. Air carrier operations at Asheville have grown more than 300 percent over the past decade, making it the third-busiest airport in North Carolina — a remarkable trajectory for a regional field in the Blue Ridge Mountains. A separate $10 million IIJA grant is funding a terminal expansion that will take the airport from five gates to twelve, more than doubling its ability to park and board aircraft.
The tower opening also carried an emotional register unusual for infrastructure ribbon-cuttings. FAA Administrator Bryan Bedford pointed to the aftermath of Hurricane Helene in 2024, when Asheville's controllers handled sharply increased traffic supporting disaster recovery operations from their sixty-year-old cab. Controllers, he said, "deserve a modern facility and 21st century tools." The FAA says the new facility will receive new radars, modern voice communication switches and the Surface Awareness Initiative — a lower-cost surface surveillance program aimed at airports that will never justify a full SMR-4 — by the end of 2028, and a Tower Simulation System for controller training has already been installed.
The pattern behind the announcements
Read the two projects side by side and a strategy comes into focus. The FAA is pursuing modernization along two tracks simultaneously: flagship surveillance technology at the busiest, most incursion-prone airports, and basic facility renewal at fast-growing regional fields whose infrastructure was sized for a different century.
That dual-track approach matters because America's air traffic problem is not confined to the megahubs. The runway incursions and near-misses that have alarmed regulators in recent years have occurred at airports of every size, and the growth straining the system is increasingly happening at secondary cities — Asheville's 300 percent decade is an extreme example of a broad trend, as airlines have pushed larger narrowbodies into smaller markets. A modernization program that only refreshed the top 30 airports would leave much of that exposure untouched.
The funding architecture is equally telling. Asheville's tower and terminal money came from the Infrastructure Investment and Jobs Act — the 2021 law that continues to disburse airport grants years after passage — while the surface radar rollout rides on the newer $12.5 billion air traffic control modernization commitment. Layering the two funding streams gives the FAA something it has rarely had: overlapping, multi-year money for both facilities and technology at the same time. Airport groups have long argued that stop-start appropriations, not engineering, were the real bottleneck in ATC modernization.
What to watch next
Several open questions will determine whether August 2026 is remembered as a turning point or a photo opportunity.
The first is rollout velocity. Surface movement radar installations at a handful of airports are a start; the test is how quickly the SMR-4 program — and the cheaper Surface Awareness Initiative beneath it — reach the long tail of airports where controllers still track ground traffic by eyesight and binoculars. The FAA's stated timeline of additional equipment deliveries by the end of 2028 gives observers a concrete benchmark against which to measure the agency.
The second is staffing. New towers and new radars do not resolve the controller shortage that has constrained capacity at facilities across the country. A modern cab in Asheville still needs certified professionals to sit in it, and the training pipeline remains the slowest-moving component of the entire system. Simulation systems like the one installed at Asheville are designed to accelerate certification, but their effect will take years to show up in staffing numbers.
The third is the megaproject backdrop. While the FAA modernizes the control layer, airports are pouring capital into the physical layer: the Port Authority of New York and New Jersey has broken ground on a $2.4 billion redevelopment at Newark Liberty, centered on replacing the 1973-vintage Terminal A with a new one-million-square-foot facility. Terminal capacity and airspace capacity are ultimately coupled — gleaming new concourses feeding a saturated control system simply move the queue from the curb to the taxiway. The logic of installing Newark's SMR-4 in the same week its terminal program advanced is the logic of the whole modernization effort: the ground and the tower have to be rebuilt together.
None of this diminishes what shipped this month. A radar that watches the runway through fog at one of the nation's most scrutinized airports, and a tower that finally matches the traffic at one of its fastest-growing ones, are exactly the kinds of unglamorous deliverables that decades of modernization rhetoric failed to produce. The question now is whether the FAA can repeat August, month after month, at several hundred more airports.
