Joby Aviation has begun flying piloted electric air taxi routes across the Dallas-Fort Worth area this month, marking the company's first flights anywhere under the FAA's eVTOL Integration Pilot Program (eIPP) — a federal initiative designed to let air-taxi developers gain real-world operating experience alongside regulators before full commercial certification is complete.

The California-based company told investors in its second-quarter shareholder letter, released August 5, that it intended to fly a week-long campaign of piloted, vertical-takeoff-and-landing routes across the region in September. Only Joby pilots are aboard for this phase — no paying passengers — but the flights represent the company's first operations anywhere in the country under the program, a milestone Joby has been building toward for months as it works through the final stage of FAA type certification.

Why Texas, and why now

The Dallas-Fort Worth flights are the opening chapter of a larger, state-backed air mobility corridor. The project is led by the Texas Department of Transportation and is designed to eventually connect Dallas, Austin, San Antonio and Houston with short-hop electric flights, positioning Texas as one of the first US states to build out coordinated infrastructure for air taxis rather than leaving it to individual cities or airports. Joby is not the only company involved — Archer Aviation, Beta Technologies and Wisk Aero are also part of the Texas eIPP effort — but Joby's is the first company to actually put aircraft in the air under the program.

To support the flights, Joby has leased roughly 45,000 square feet at the Alliance Air Trade Center, part of Perot Field Fort Worth Alliance Airport in Haslet, Texas. The lease gives the company its first operational base in the state and a home for aircraft, ground crews and the operational infrastructure a flight campaign of this kind requires — battery charging, maintenance, and pilot operations support among them.

The eIPP itself was announced by the FAA in March as a formal mechanism for advanced air mobility companies to fly in real operating environments — busy metro airspace, existing airport and heliport infrastructure — while regulators and local authorities observe firsthand rather than relying solely on lab and test-range data. For an aircraft category with no established regulatory or operational track record in the United States, that kind of real-world exposure is treated internally at the FAA as an important input into how eventual commercial rules get written.

Where Joby stands on certification

Joby has said it made significant progress in Stage 5 — the fifth and final stage — of the FAA's type certification process for its aircraft, with multiple aircraft currently flying in its test fleet and additional units in production. Type certification is the process that ultimately determines when Joby can carry paying passengers commercially; the eIPP flights run in parallel with that process but are legally and operationally distinct from it. Being cleared to fly piloted demonstration routes under eIPP does not by itself grant permission to sell tickets.

The company has said it is targeting first paying-passenger operations from the Fort Worth base before the end of 2026, contingent on completing certification. That target has not shifted publicly since the company's August shareholder letter, though Joby has been careful in its public statements to note that the commercial launch date depends on regulatory sign-off rather than a fixed calendar date the company controls unilaterally.

The competitive backdrop

Joby's Texas flights land at a moment when the broader US eVTOL sector has narrowed to essentially two credible frontrunners on the passenger-certification path: Joby and Archer Aviation. Archer, which is also part of the Texas eIPP program alongside Joby, has been pursuing a different strategic tack recently — in its own August 10 second-quarter release, Archer announced a deal to acquire three Boeing-owned businesses, Wisk Aero, Insitu and SkyGrid, with Boeing separately taking a strategic stake in Archer. That acquisition, if completed, would give Archer control of autonomy and uncrewed-systems technology developed inside Boeing, while deepening the two companies' relationship.

Beta Technologies, the third major US eVTOL developer and also a Texas eIPP participant, has taken a slower public path: the company completed its first eIPP flights in Maryland and Virginia on July 10, but as of early September remained in the pre-Type Inspection Authorization phase of certification for its CX300 aircraft — a stage that precedes the more advanced testing Joby has already reached. Industry analysts tracking the certification race have said the gap between Joby and Archer on one hand, and every other US eVTOL developer on the other, is now on the order of 12 to 18 months.

What the flights will actually look like

Joby's September campaign in Dallas-Fort Worth is limited in scope: piloted flights over roughly a week, without passengers, intended to demonstrate operational maturity to regulators, local officials and the public rather than to generate revenue. The company has described the goal as building real flight-hour experience in exactly the kind of complex airspace — near a major international airport, over a dense metro area — that any future commercial network would need to operate in routinely.

That distinction matters for how the milestone should be read. It is not the launch of commercial air-taxi service in Texas, and Joby has not suggested otherwise. It is, instead, the first tangible evidence that a US eVTOL developer is flying its aircraft in the specific environment federal regulators have designated for pre-commercial testing — a step that industry watchers have treated as a meaningful signal of how close the sector actually is to putting paying customers in the air, as opposed to how close company statements have suggested it is.

Neither Joby nor the FAA has published a detailed public flight schedule for the Dallas-Fort Worth campaign, and the company has not disclosed exactly how many flights or flight hours it plans to log during the week-long window.

Why the FAA wants this data before writing the rules

Advanced air mobility is a genuinely new category for US aviation regulation, and that has created a structural problem the eIPP is meant to solve. The FAA's existing rulebook was built for helicopters, fixed-wing airplanes and, more recently, drones — categories with decades of accumulated safety data behind every operating rule. Electric vertical-takeoff aircraft that fly like small airplanes but land like helicopters, using distributed electric propulsion instead of a single engine, do not fit cleanly into any of that. Rather than write commercial rules in the abstract and then discover their flaws once companies start flying paying passengers, the FAA has opted to gather operational evidence first, in real cities, with real air traffic control interactions, and adjust its approach based on what actually happens.

That is the specific gap the eIPP is designed to close, and why the Texas corridor matters beyond Joby's own business timeline. Regional and local authorities — airport operators, air traffic controllers, city planners — are also learning through the pilot how an eVTOL operation actually interacts with existing infrastructure: which airspace corridors get used, how ground operations at a shared airport like Fort Worth Alliance need to be sequenced around conventional aircraft, and what kind of noise and community impact a repeated flight campaign produces in a way that a single demonstration flight cannot show.

What comes after Texas

Assuming the Dallas-Fort Worth campaign proceeds as planned, Joby's own public roadmap calls for expanding eIPP-style operations to other markets over time, in parallel with completing Stage 5 certification. The company has previously indicated interest in launching international commercial service ahead of full US passenger operations, including a planned vertiport-based launch at Dubai International Airport, where regulatory pathways in the UAE have moved on a different timeline than the FAA's. That dual-track approach — flying commercially abroad while completing the more demanding US certification process domestically — has become a common strategy among the leading eVTOL developers, all of whom face the same core tension between investor pressure to generate revenue and the slow, evidence-based pace regulators have insisted on for an entirely new aircraft category.

For now, the milestone in Texas is a narrower one: aircraft in the air, pilots at the controls, and a federal agency watching closely to decide what rules an entire industry will eventually have to fly under.
